Yasuo Munakata of the Ministry of International Trade and Industry said the suggestions would be the basis of administrative-level discussions on semiconductor trade in Washington next week.

LEAD: Japan is tightening restrictions on microchip exports to countries other than the United States in an attempt to preserve an American-Japanese agreement on semiconductor trade.

Administration officials said Mr. Tamura was expected to discuss Japanese compliance with an accord on semiconductor trade.

When the United States and Japan reached an agreement on the semiconductor trade last summer, it was hailed by political and industry leaders.

As a decade-old landmark agreement on semiconductor trade expired tonight, Japanese and American industry executives and their government counterparts kept negotiating and said that it appeared an extension of the accord was near.

The United States and Japan are still negotiating an extension of the five-year pact on semiconductor trade that expires this summer.

Separate Formulas Accepted But an American expert on semiconductor trade, who spoke on condition of anonymity, said, "It's not that radical a departure; it's a continuation of the 1986 agreement."

The statement seems to represent a slight softening of Japan's position that Government-to-Government talks on semiconductor trade are not needed.

A more immediate threat, however, is the possibility that the Japanese might place a tariff on paperboard in retaliation for sanctions imposed recently by President Reagan in a dispute on semiconductor trade.

The new agreement also sets up a global forum to discuss issues in semiconductor trade, and American officials said today that a number of countries would be invited to enter that group without preconditions.
