In contrast, the older, more urban sections of the town are moderate and low income.

In the sales office they don't lower you just because you're low or moderate income.

They are more accessible now to anyone with a moderate income.

Of the 3,504 new units, 900 have been reserved for families with low and moderate incomes.

"People of low and moderate income are going to have to look elsewhere to live," he said.

The rest are for tenants of moderate or middle income.

"And people of moderate income would have a place to live in Westchester."

The change was particularly noticeable among people with moderate and high incomes.

Current rules require 70 percent of the money to be used to benefit communities with low or moderate incomes.
