October 17 - President Jimmy Carter signs a law establishing the Department of Education.

It was created in 1949, two years after the National Security Act established the Department of Defense.

It established the Department of Conservation.

He established the Department of Transportation as the civilian agency that would share management responsibility for the system with the Pentagon.

In 1965 it established the Department of Housing and Urban Development.

This act also established the Department of Public Instruction, headed by a General Superintendent.

Shortly after that, he was one of only nine senators to vote against the bill establishing the Department of Homeland Security.
