The process starts when a city wanting to host the games applies to its country's Olympic group.

The city applied for another $200,000 grant to finish the project.

Instead, the city has applied for a $2 million Federal grant.

New Jersey and 11 cities have applied for an expansion franchise.

Several months later, the city applied for only about $61 million.

But the city must lay out the money first and apply for reimbursement after each stage of work is completed.

The lawsuit also calls attention to the uneven way the city applies its rules.

The city later applied for two state grants to help cover approximately half of the depot's cost.

"Our goal is to have a model that any city could pick up and apply," a senior administration official said of the plan.

Previous court rulings on such permits took issue with the way the city had applied the law.
