I share the view of Ms. Strossen and Mr. Glasser that the Federal Government should pay for abortion-related services on the same basis as other pregnancy-related services.

House Democrats raised objections to language that would expand the rights of health care providers to refuse to perform abortions and abortion-related services.

The amendment states that colleges, universities or hospitals would not risk losing all Federal funds if they declined to provide abortions or abortion-related services to women.

It cited Operation Rescue literature that says "clinics in New York City and its environs are preferred targets of demonstrations because of the range of abortion-related services offered there."

It denies federal financing to government agencies that "discriminate" against health care providers who choose for any reason to disregard state mandates to offer abortion-related services.

Mr. Magaziner also said the health plan would probably provide the same coverage for abortion-related services as is now commonly provided by private insurance.

Groups operating overseas that either perform abortions or provide abortion-related services like counseling must do so with private funds.

For years, the Government has not tried to stop clinics that receive Federal funds from performing abortions or providing abortion-related services if such activities are financed with non-Federal funds and strictly separated from the clinics' other work.

The Justice Department's main argument in that case was that the government did not have to subsidize abortion-related services merely because such activities were protected by the Constitution.

The groups are not allowed to use the Federal money for abortion-related services.
