Another had more than $20,000 at his home, the official added.

"They've been doing things the same way for the last 20 years, and they don't want to change," the former official added.

"We are not ready to do away with them," the official added.

But the officials added that the agency could not wait until the board's final report to start planning to put changes into effect.

Of the four victims, one was a girl, the military official added.

On at least one occasion, he took along three friends, the officials added.

But the official added that the decision was up to Israel.

But the former official added that in reality, "he just wanted people to like him."

It had no intention, the officials added, of taking the matter any further.
