The center said the judge never received all the evidence.
As a result, seven children called their families and three returned home, the center said.
"I thought he was going to take me out in the second half," the center said.
Far more than half the total went to Republicans, the center said.

The disease will cost the nation $3.5 billion in 1990, the centers say.
The center says young heterosexual women are particularly at risk.
"Back in the early 80's, you used to be able to do that quite a bit," the 36-year-old center was saying now.
The center said it did not know who was writing the programs or where they were being manufactured.
From 1990 to 1994, the center said, 11.4 percent of children in that age group were overweight.
