The charter study commission approach is only available under the Faulkner Act.

Under the Faulkner Act municipalities can choose one of four different options for their form of government.

Livingston operates under the Faulkner Act (Council-Manager) form of municipal government.

In 1981, the Faulkner Act was significantly amended.

There are four forms available to municipalities through the Faulkner Act:

Lower Township adopted the Council-Manager form of government under the Faulkner Act in 1984.

Woodbridge is governed under the Faulkner Act (Mayor-Council) system of municipal government.

Irvington is governed under the Faulkner Act (Mayor-Council) form of municipal government.
