revision of the Convention

This was enshrined in the 1906 revision of the Convention.

Its protocol (which represented the first substantial revision of the convention and extended the definition of a "whale-catcher" to include helicopters as well as ships) was signed in Washington on November 19, 1956.

But it is unclear whether today's revision of the convention to include an outright ban on all waste sales outside the Western industrial world will make it easier or more difficult to obtain Congressional ratification.

I am in favour of the recommendation on the comprehensive revision of the Convention on Future Multilateral Cooperation in the Northwest Atlantic Fisheries, inasmuch as it incorporates modern concepts on fisheries management.

The amendment is an overall revision of the convention, with the main purpose of bringing it more into line with other regional conventions and international instruments and incorporating modern fisheries management concepts into it, which is why I voted in favour of it.

At the start of the negotiations the ACP countries called for a wide-ranging revision of the convention to take account of developments in recent years which had adversely affected their economies, in particular rising debt (currently estimated at USdollars 200,000 million for the sub-Saharan countries alone) and falling commodity prices.
