Horizontal measures 4. The European Commission will ensure that the integrated pollution prevention and control Directive (IPPC) is implemented effectively.

The Commission will also assess whether to amend existing instruments (such as the Environmental Impact Assessment Directive or the Integrated Pollution Prevention and Control Directive) or propose a free-standing regulatory framework.

Definitions of ‘public concerned’ in proposed Directive taken from Aarhus Convention, suitably adapted to purposes of environmental impact assessment (in Article 2) and integrated pollution prevention and control Directives (in Article 3).

In the context of rationalisation and policy evaluation, the Integrated Pollution Prevention and Control Directive, the Environmental Impact Assessment Directive and the Reporting Directive will be reviewed in 2006.

In 1996, Directive 84/360/EEC was superseded by the Integrated pollution prevention and control directive (IPPC), 96/61/EC, which applied the framework concept of Best Available Techniques (BAT) to the integrated control of pollution to the three media air, water and soil.
